Scott Adams is a cartoonist, so I don't think anyone should take his political proposals seriously. But if you really want to find a flaw in his argument, it's not misunderstanding of wants.
Kim wants ICBMs and nukes not because he wants a war, but because he *doesn't* want a war. Unlike his predecessors, he does not have powerful allies. So he wants the same MAD that kept USA and USSR from starting WWIII. It does not take a genius to realize that no international agreement will protect a country that abandoned its WMD program. Compare Iraq, Ukraine, Libya with Pakistan, India, and Israel.
