One of my favorite science fiction writers, John Scalzi, was awarded the John W. Campbell award for best new writer! Although technically not a Hugo, it's given at the Hugo awards ceremony, held this year at Worldcon in LA. He got the award for his second SF novel, Old Man's War, which I highly recommend.
His third novel, The Ghost Brigades, is also stellar. I "borrowed" from that book the structure for the work-in-process sequal to The Mars Run, where the sequel is told by a different character. It allows the book to stand on its own.
