If he didn't fix your problem first, then he's doing a terrible job. Working at a call centre, I'm supposed to fix the customer's problem first before attempting an upsell. Even then, I only attempt upselling if the customer is not in a hurry or irritated by service.
No he didn't fix it. He thinks the cable modem is bad, and has been told that the phone modem is more reliable.
Considering that the cable Internet is up, I think it's an upstream wiring problem, and they could put a gold-plated modem here and it still wouldn't work.
